Keep Pflugerville Affordable and the taxation committee are described as separate organisations. On the question of who runs them, one of them answers for both.

Keep Pflugerville Affordable and Pflugerville Residents for Responsible Taxation appear in public as two things. KPA's own website closes most of the distance between them: it names Terry Newsom as KPA's founder, carries the committee's Vote Yes for ESD 2 Prop A campaign, describes David Rogers as a member of the committee years before he was elected, and defends the committee's payments to both Newsom and David Rogers. We are not asserting the two are legally one entity. We are reporting what one of them says about the other.

What KPA says about itself

KPA's website identifies Terry Newsom as the founder of the group. It hosts the Vote Yes for ESD 2 Prop A campaign — the committee's campaign. Answering a claim that Rogers and Newsom were being paid by the PAC and its donors, the site does not deny the payments. It reproduces the explanation: that individuals advance money for banners, signs and hired help "and then be reimbursed by the PAC for the personal out-of-pocket expenses," and that Rogers had been a member of the PfRRT PAC years before he was elected. The overlap of people is not something we inferred from similar messaging. It is on the page.

The scale of the payments

The committee's filings record about $21,626 paid to David Rogers, spread across five separate payee records — by a wide margin the largest sum the committee paid to any individual, and roughly seventeen times what it paid Terry Newsom. Smaller amounts appear against Melody Ryan and Julia Ruiz. What matters next is the expenditure category on each line: money repaid to someone who advanced it is a reimbursement, and money paid for work is not the same thing. The committee's own reports carry that category on every entry, and we have not yet read them line by line.

David Rogers
About $21,626 — $11,475.00, $9,724.00, $252.00, $100.00, $75.30
Terry Newsom
About $1,289 — $1,113.56, $175.00
Melody Ryan
$312.68
Julia Ruiz
About $148
Largest individual payee
David Rogers

What cuts the other way

The same filings record money moving in the other direction. Rogers is recorded as a contributor to the committee at $603.10 and $70.95, Terry Newsom at $1,093.19, Julia Ruiz at about $4,008 and Matt Tiemann at $100. KPA's own account of the payments is that individuals advanced money for banners, signs and hired help and were then reimbursed by the PAC for personal out-of-pocket expenses; contributions running both ways are consistent with that explanation. The expenditure category recorded on each payment line — reimbursement, contract labour, or advertising — has not been read from the reports, and that category is what determines whether the sums paid to Rogers were repayments or compensation for work.

What this does not assert

  • does not allege that KPA and PfRRT are legally the same entity, or that either is a front for the other
  • does not allege that either organisation failed to register or report as required
  • does not allege that the payments to Rogers, Newsom, Ryan or Ruiz were improper, unreported, or anything other than the reimbursements the organisation says they were
  • does not allege that the payments were income, salary, or compensation — the expenditure categories in the filings have not yet been read
  • does not allege that shared membership, shared messaging or a shared campaign between a political committee and an advocacy group is improper; it is ordinary and lawful
  • the characterisation that the two groups are "the same members, same spokespeople, same mission" is the Texas State Association of Fire Fighters' description, supplied to us, and is not our finding
  • the payee totals are taken from an aggregation of the filings and are grouped by name; whether every record refers to the same David Rogers has not been confirmed from the filings
