On every contested vote involving the emergency services district, the same two members were on the losing side — and no one else ever was.

Across 105 sets of council minutes from January 2025 to July 2026 there were four contested votes on items involving the Emergency Services District or emergency medical services — votes where the minutes record a divided council rather than unanimous approval. Rogers was in the minority on all four. Melody Ryan was in the minority on three of them, alongside him each time. No other councilmember appears in the minority on any of the four.

The four votes

January 28, 2025 — a resolution amending the city's legislative agenda for the 89th Legislature; Rogers and Ryan against. May 13, 2025 — a request to Travis County concerning emergency medical services in the city; Rogers and Ryan against. March 24, 2026 — an interlocal cooperation agreement between the PCDC and Travis County ESD No. 2; Rogers alone against. July 14, 2026 — a motion to give ninety days' notice of termination to the city's private ambulance contractor and move emergency medical services to Travis County ESD No. 2; carried 5-2 with Rogers and Ryan against. It is the only one of the four in which the council acted to move EMS back to the district, and they were the two votes against it.

What this does not assert

  • does not allege any agreement, coordination or communication between the two members
  • does not allege either vote was improper — members may vote as they choose
  • four contested votes is a small sample, and most ESD and EMS items passed unanimously with both members in favour
  • does not allege the two members share a motive
