Asked what would replace the service he was campaigning to defund, he offered five options and no preference. The first option was the service he was campaigning to defund.
Six days before the November 2024 Prop A vote, Rogers posted a list of five options to a neighbourhood Facebook group under the heading “What's the Plan?” Option one is a contract with ESD 2 — the district the ballot measure would defund. The other four are Austin/Travis County EMS, Williamson County EMS, a private contractor, and a city-run service. David Rogers named no preference: “The voters will get to decide.” The screenshot was shared to r/Pflugerville the same day, where it drew 72 comments.

What he wrote
The post is headed “What's the Plan?” and opens: “There are FIVE plans. The voters will get to decide.” It then lists five numbered options, and closes with a note that the city should “FIRST, engage with the citizens, in much the same way the city does with Parks and Road improvements. Because ELECTED officials respond to voters.”
- 1
- Contract with ESD #2, resuming service and meeting an 8-minute standard
- 2
- Contract with Austin / Travis County EMS, same standards
- 3
- Contract with Williamson County EMS, same standards
- 4
- Contract with private service, same standards, supplement training and equipment
- 5
- Stand up a public City EMS
Option one is the thing he campaigned against
The first option on his own list is a contract with ESD 2 — the district whose funding he worked for four years to remove, and whose EMS service Pflugerville already had before the arrangement ended. David Rogers attaches a condition to it, that the district meet a minimum state standard of an eight-minute response time. But as a replacement plan, option one restores the arrangement the campaign undid.
What residents said about it
The screenshot was posted to r/Pflugerville by a user campaigning against the measure, under a title calling it “the Envision Better EMS from David Rogers.” The thread drew 72 comments. The substantive objections were consistent: that it was a set of choices rather than a plan, that a plan should come before defunding rather than after, and that the city had no personnel or infrastructure to stand up a service of its own. These are residents speaking, not findings — but they are the contemporaneous public reaction, and they were made before the vote.
What this does not assert
- does not allege that offering options rather than a single recommendation is improper
- does not allege the post is the whole of his position; it is one post to a neighbourhood group
- does not adopt residents' characterisations of the plan — we quote him, not his critics
- does not assert his response-time figures for ESD 2 are wrong; they are unverified in both directions
- the name “Envision Better EMS” appears in the Reddit poster's framing as something Rogers had been promising; his own post is headed “What's the Plan?” and we have not established that he used that name himself
- residents' characterisations quoted here are opinions of Pflugerville commenters, not findings of ours
- does not adopt the claim, made in that thread, that the council passed over bids from ESD 2 and Austin/Travis County EMS — that is a resident's assertion and is unverified
- the exact date of the Facebook post is not established; the Reddit thread places it before the 5 November 2024 election
