Brought six amendments to the November charter propositions in a single meeting. All six failed, one because no colleague would second it.

On July 14, 2026 the Council considered which charter amendment propositions to place on the November ballot. Rogers moved six separate amendments during the item, including one to strike the requirement that a performance audit pay for itself, one barring any change in council pay until after 2036, and one barring any pay change until after an intervening election. All six failed. The motion to strike the performance-audit language failed for lack of a second; the other five were put to a recorded vote and lost.
